What it is
The Triangle is the 14.9-acre wedge of downtown Phoenix that Grand Avenue's diagonal cuts out of the street grid. Artists moved into cheap space first, independent businesses followed, and the corridor built an identity from the bottom up, the one thing a developer cannot manufacture.
The land under it is fragmented and long held: small, irregular parcels, a handful of landbanks held vacant for more than a decade, estates and family trusts, and owners there since 1992. Every layer of the city's planning now points development at it, an Opportunity Zone buyer was already assembling parcels inside it, and the owners had watched large projects displace the arts community on Roosevelt Row a few blocks east.
On March 5, 2026, Natasha Lawrence, owner and designated broker of LOVE PHX Real Estate Co., the client of record, sent Fowler a framework for the district on behalf of a group of Phoenix brokers. They brought him in as development lead to bring the right redevelopment before someone brought the wrong one.
What Common Ground did
- Tested the brokers' vision for viability before adding to it: what was real, what was missing (pro formas, governance, adaptive-reuse engineering, a plan for displacement) and what was risky, stated plainly.
- Read the city's plans line by line: the General Plan approved by voters in November 2024, the 2025 consolidation of eight downtown redevelopment areas into one that includes the Triangle, the arts and small-business overlay adopted in 2008 and expanded in 2010, and the middle-housing and adaptive-reuse rules. The light-rail extension canceled in January 2026 read as good news: the corridor's value could rest on walkability and the Grand Canal trail rather than a transit premium.
- Pulled every parcel with Grand Avenue frontage from the Maricopa County Assessor's data by spatial query and mapped acquisition candidates by tier. Owner-level detail stays in the consortium's gated portal.
- Brought in a community design architect and applied that architect's Connection, Discovery, Movement and Rest framework at district scale, with guidelines for two to three stories, active ground floors, natural materials, adaptive reuse first and art on every project. LÏEF took construction, pricing, design and financial modeling.
- Wrote the consortium and a six-pillar pledge that binds the people who bring land, design and approvals to rules before any money exists, plus an engagement plan for the city and both village planning committees.
- Put capital last on purpose. Fowler had run a fund raise before and seen from the inside that early money needs scale to hit its number, and scale is exactly what breaks a district whose value is its character.
- Sequenced five gates, each with an owner and a test that could prove it wrong: consortium, site control, one anchor project, a community mandate running from day one, and capital last.
- Turned the brokers' presentation into a public district site with a gated research portal, live at triangle.liefdev.com in April 2026 and at thetriangle.commonground.ventures in September 2026.
Results
- A strategic analysis and business plan delivered within a month, in ten sections from the vision through next steps.
- A parcel base for the whole corridor: 77 parcels, 32 of them vacant, in the county assessor's March 2026 data.
- A development team, a consortium structure with its pledge, and a five-gate path with capital deliberately last, so the rules are set before any money can write them.
- As of September 2026 gate one has passed, with the pledge carrying thirty signatures, up from sixteen at delivery. Gate two, site control, is under way, with several owners each negotiating its own position. No capital is committed, by design.
- The district site is live and public.
